Can foreigners open a bank account in Vietnam?

Pursuant to Clause 1, Article 11 and Point b, Clause 1, Article 13 of Consolidated Document No. 15/VBHN-NHNN (date 28/12/2020):
- Article 11 defines the entities eligible to open payment accounts at banks, including individuals who have full legal capacity in accordance with Vietnamese law.
- Article 13 stipulates that, for foreign individuals, the application for opening a bank account must include basic information such as full name, date of birth, nationality, valid passport details, visa (if any), residential address in Vietnam and abroad, and other relevant information.
👉 Therefore, under current Vietnamese regulations, foreigners who legally enter Vietnam and meet the prescribed conditions are allowed to open bank accounts in Vietnam.
